OGDENSBURG — Much of the work the City Council has done to resolve the issue of City Manager Arthur J. Sciorra’s employment has been done behind closed doors, but a state official says the manner by which it entered its executive session violated state open meetings laws.
“A public body can close the doors to discuss a certain issue if it relates to a specific person,” said Robert J. Freeman, executive director of the state Committee on Open Government. “It is clear that a public body cannot close the doors to discuss the subject of its choice.”
