The pamphlet, sponsored by the Brechner Center for Freedom of Information and the Center for Governmental Responsibility at the University of Florida, the First Amendment Foundation and the St. Petersburg Times, is designed to be a user-friendly version of the Florida's Government-in-the-Sunshine and Public Records Law Manual, which expands each year. The gists of open meetings and open records laws are succinctly set forth in its few pages, ending with several referrals to FOI sources and publications.

Florida's Government-in-the-Sunshine and Public Records Law Manual

Published annually, this manual is a reference for compliance with Florida's public records and open- meetings laws. Part I of this annual publication includes the text of the Government-in-the-Sunshine Law, followed by a lengthy description of the application of the law. The following questions are addressed: the agencies covered by the law, whether advisory boards or private organizations are covered, whether the law applies to meetings of members of different boards and whether the law applies to the governor, the Cabinet, or the Legislature. Procedural requirements are described. Activities not subject to the law are listed as well as statutory exceptions to the law. The Public Records Law is examined in Part II of the volume. This section begins with a discussion of exactly which documents are considered public records. It is followed by an examination of the extent to which agencies may limit or regulate inspection or copying of public records. In addition, records exempted from disclosure are listed. The volume includes a table of cases for both the Government-in-the -Sunshine Law and the Public Records Law. It also includes an appendix of public documents and meetings that are privileged, confidential or for which access is limited. The volume includes an index as well as a table of contents.

This is a volume on Florida media law with extensive reference to case law. It includes chapters on the First Amendment, libel, invasion of privacy, reporter's privilege, reporting the courts and report-ing public agencies. Each chapter includes a brief summary. In addition the volume includes appendices that provide the texts of the Florida Libel Statute, the "Quick" Appeals Rule in Florida's Rules of Appellate Procedure, the Government-in-the-Sunshine Law and the Florida Public Records Law. The preface of the book includes a brief in-troduction to the judicial system. The volume in-cludes a table of contents, an index and a table of cases. The volume is an invaluable reference work.
